About the client
A regional internet service provider (ISP) specializing in high-speed fiber internet and middle-mile connectivity for healthcare, education, business, and government customers sought to participate in the federal government’s $42.45 billion Broadband Equity, Access, and Deployment (BEAD) grant program to expand broadband access in rural America.
The Challenge

Applying for grants is a competitive process, with multiple ISPs bidding with matching funds to secure grants in targeted geographies.

The grant application process is highly complex, with multiple steps and requirements that vary by state. The rules, processes, and funding criteria continue to evolve as states finalize their proposals.

Multiple dimensions need to be considered, requiring complex data analytics to identify geographies for bidding, determine matching funds, and build a strong business case.
JLA Approach
- JLA compiled a comprehensive database including existing internet availability (served, unserved, and underserved locations), demographics (income, age, etc.), business (size, number, internet spending), competitive (existing ISP coverage, grant winners), and our client’s network footprint.
- We employed our proprietary geospatial data analysis algorithms to map and analyze the data on a granular geographic level, identifying specific counties and census groups to target.
- Developed a budgetary network design and created a business case for targeted geographies, identifying optimal matching funds the client could afford without compromising the overall business case.
Outcomes

JLA developed an interactive map allowing the client to visualize and analyze different geographies by overlaying various data layers. This tool enabled granular assessment of target areas, informing grant applications and strategic decision-making.

Identified a target list of geographies to bid on and determined the most likely competitors and their bidding strategies for each target geography.
